Cannabis is the most widely used addictive substance in the world. The dysfunction caused by cannabis has also been increasing day by day in the past decades. The related hazards caused by cannabis have been widely reported. The legalization， medicinal value and the measures to minimized the harm of cannabis are reviewed in this paper， so as to provide a theoretical basis for the development of the related policies for the follow-up of cannabis.
